i had the same problem but as you can see i’m getting traffic and it’s slowly working, that’s organic so no need to use paid ads.

Check This :
Did you add all your sites to the authorized sites list
Check if you have ecpm to auto
and also nowadays most users use adblockers, add some anti adblock scripts to prevent adblocking extensions

Try to experiment with the Ad balance setting you for better ads, the better the ads will be, the more your website viewers will likely to click on it and if possible they’ll convert as well!
