My sister forgot access to her Gmail account. Two recovery phone numbers are registered to that account and both belong to her. When we try to reset the password, Gmail sends OTP codes to those numbers and we enter them, but the process then asks for another verification code and says it has sent that code to the Gmail address we are trying to recover. Since she is not signed in to that Gmail anywhere, she cannot access that code. How can she receive this verification code or otherwise recover access to her account?

Dude — welcome to the Google clownshow where they mail the spare key inside the locked trunk. Try these fast, brutal fixes and stop wasting OTPs on déjà vu:
- Trigger from a known device + network. Start recovery on a phone/PC she actually used on the same Wi-Fi/IP — Google’s risk engine chills out and shows alternate paths.
- Chrome sync bypass. If Chrome ever synced that account, open the synced Chrome profile — it can surface the code or let you reauth without the inbox. Watch this quick demo. https://www.youtube.com/watch?v=mYzg2kG2I5o
- Forwarding loophole. Check if that locked Gmail ever had forwarding rules — recovery codes sometimes slip through to the forward target. See people hitting this exact case. https://support.google.com/accounts/thread/147903775/google-sending-verification-code-to-the-same-email?hl=en
- The Do-Nothing Gambit. Stop trying for 7 days. After a cooldown Google often changes the challenge flow and may offer phone or security-question routes. Survivors’ stories here. https://www.reddit.com/r/GMail/comments/18nay3h/account_recovery_an_email_with_a_verification/
- Cache / browser trick. Wipe cookies or switch to a clean browser/profile (Edge/Chrome Beta) before retrying — stale cookies can hard-lock the same-email prompt. https://support.google.com/accounts/thread/134358904/verification-code-sent-to-same-gmail-account-trying-to-recover?hl=en
- Fill the Grandmaster form. Use Google’s recovery form — dump every scrap (account creation month/year, last passwords, frequently emailed contacts, device serials). It forces human review. https://blog.google/technology/safety-security/google-account-recover/
- Trusted-contacts backdoor. If recovery contacts were set, have them trigger the code request — Google documents this quiet option. https://support.google.com/accounts/answer/183723?hl=en&co=GENIE.Platform%3DAndroid
If none of this opens the door, assemble a proof packet (screenshots of receipts, device IMEI, last purchases, saved tokens) and hammer Google Help/paid support with it. Don’t spam the form — one clean, accurate submission beats ten panic attempts.
