It works until I am logged out, then I get the following message:
Your request could not be processed. Check your card and PIN and try again. If problems persist, contact your library.

Also in to the Library the information:
Sorry, the information you submitted was invalid. Please try again.

You can create one yourself. There are many libraries in the US of A offering lynda access. Lynda access is one of the easiest to get IMO. Or better still, use orange county edu mail bot by @dydx on 1hack and you get linkedin learning access too.

Well you don’t need to be a USA citizen to get your hands on an account. How long do you need to run the course you are interested in? You can get 1 month legit and valid linkedin learning with your Microsoft account.

For those complaining that they are barred from logging in, note that this method doesn’t last long from my personal UX. If yours lasts, enjoy and make good use of it. Otherwise, make hay while the sunshines.
