First Method:**

  1. Use your phone or download BlueStacks.com (or any Android emulator)
  2. You don’t have to use VPN, just own network
  3. Now, install Chrome, Edge or Brave browser
  4. Use good proxy, public or private
  5. Google for random stuff
  6. Proceed with creating Google account, it won’t ask for verification

Second method:

  1. Use own phone or again Android emulator
  2. Go to settings
  3. Find Add accounts tab
  4. Create Google account over there, it won’t ask for phone number
