I don’t think that it asks Credit Card… You can create new email account on hotmail and use it.

If it is still asking then it should be something new…

I tried making a Azure account and it asked for Credit card details.

This benefit has been available for years, at least 4. It will work as long as you use it right and don’t get “too smart”; Microsoft also locks and deletes accounts related to this VS Dev program who make wrong use or abuse the free features.
